The Countywide Planning and Policy Division of the Montgomery County Planning Department is seeking a Cultural Resources Planner II or III with a background in the fields of Architectural History and Historic Preservation Planning to join one of the nation's premier planning agencies. This position will serve under the Supervisor for Historic Preservation and will be primarily responsible for performing the full scope of tasks related to reviewing applications for the County's Historic Rehabilitation Tax Credit and Historic Area Work Permits (HAWPs), as well as providing technical preservation information and support to citizens and owners of historic properties. Work involves a moderate level of responsibility, complexity, and variety, including providing technical guidance and expertise to other staff working on project teams. Performs projects individually, including a great deal of interaction with other governmental departments and agencies and with a broad range of citizens and civic associations. Performs other related duties as assigned. The Countywide Planning and Policy Division works to support Countywide growth management studies and policies as well as to support area master, sector, and functional plans.

Cultural Resources Planner II (Grade 24) Salary Range ($63.891 - $113,151) annually
Cultural Resources Planner III (Grade 28) Salary Range ($73,523 - $132,614) annually

Examples of Important Duties

  • Review Historic Area Work Permit (HAWPs) applications as assigned for administrative review or review by the Historic Preservation Commission.
  • Work with property owners and other interested citizens on specific HAWP cases, including Preliminary Consultations with owners, presentations to civic groups, field visits to view sites, photography of sites and surrounding areas, necessary research and dissemination of technical rehabilitation information, etc.
  • Prepare formal staff recommendations on HAWP cases for review by the Historic Preservation Commission by applying relevant design guidelines and standards, including, but not limited to the Secretary of the Interior's Standards for Rehabilitation .
  • Present recommendations, including PowerPoint presentations and other graphics, to the Historic Preservation Commission on HAWP cases as assigned.
  • Prepare transmittals and formal written decisions reflecting the Historic Preservation Commission's decisions on HAWP cases for the Department of Permitting Services and work with County staff to assure that building permits are issued in accordance with the approvals and conditions required by the Historic Preservation Commission.
  • Review applications for the County's Historic Rehabilitation Tax Credit, including outreach and communicating the value of the program to the general public, as assigned.
  • Provide citizens and owners of historic sites with technical preservation and rehabilitation information:
    • Respond to individual requests from owners of historic sites for technical rehabilitation advice.
    • Make presentations to civic groups on historic preservation and rehabilitation topics, including organized educational workshops if the need arises.
As the Cultural Resources Planner II, you will perform the duties above with assistance from peers and the Historic Preservation Supervisor. The Cultural Resources Planner II has some experience performing and leading independent review of regulatory items, including but not limited to permit and tax credit applications, possesses general knowledge of historic preservation/cultural resources planning and principles, has demonstrated experience utilizing and applying the Secretary of the Interior's Standards for Rehabilitation , but will likely require more supervision and feedback to complete tasks.

As the Cultural Resources Planner III, you will perform the duties above, but more independently and under more general direction. The Cultural Resources Planner III has considerable experience performing and leading independent review of regulatory items, including, but not limited to permit and tax credit applications, possesses considerable experience and knowledge of historic preservation/cultural resources planning and principles, and has demonstrated experience utilizing and applying the Secretary of the Interior's Standards for Rehabilitation .

Minimum Qualifications

Cultural Resources Planner III

  • Bachelor's Degree in Planning, Historical Preservation, Cultural Resources Management, History, Archaeology, Anthropology, Architectural History, Architecture, Urban Planning or any related field.
  • Four (4) years of progressively responsible historical preservation, cultural resource management, archaeology or closely related experience.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  • Cultural Resources Planner II
  • Bachelor's Degree in Planning, Historic Preservation, Cultural Resources Management, History, Archaeology, Anthropology, Architectural History, Architecture, Urban Planning or any related field.
  • Two (2) years of progressively responsible historic preservation, cultural resource management, archaeology or closely related experience.
  • An equivalent combination of education and experience may be substituted, which together total six (6) years.
  • Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
