The Opportunity

Ulteig is seeking a Lead Cultural Resources Specialist - Principal Investigator (PI) to direct and complete cultural resource compliance with Federal, State, and Local regulations for public and private clients across our Lifeline Sectors: Transportation, Renewables, Power, and Water, as well as other industries we serve. Our goal is to assist clients with developing an approach that balances development with cultural resource protection. This is an opportunity to help shape a team and process that reflects your experience, talents, and preferred approach. Candidate will have the flexibility to be based in our office in Bismarck, North Dakota, and/or remotely in western North Dakota, and is expected to frequently travel for fieldwork within the region.

The Lead Cultural Resource Specialist - PI will support and manage new and existing projects from initiation through the conclusion of the National Historic Preservation Act (NHPA) Section 106 process or related due diligence efforts. Proven experience in inventory, testing, excavation, mitigation, and construction monitoring will be needed to participate in program development and oversight of subordinates in the field and office. Experience working in the Section 106 process with Tribes, stakeholders, and the public will be useful to this position. The applicant should demonstrate previous experience as lead author and reviewer of technical reports. Further, the applicant should understand the National Environmental Policy Act (NEPA) and Section 4(f) of the Department of Transportation Act of 1966 as they relate to cultural resource issues.

This team member will have occasional direct contact with regulatory agencies, tribes, and clients. This person will also work with multidisciplinary project teams and assist the Senior Cultural Resource Specialist through the process. The successful candidate must be detail oriented, have strong oral and written communication skills, and be able to prioritize and work simultaneously on multiple projects. The ideal candidate will be highly motivated to grow our team by driving business development, improving workflows, and mentoring staff.

What You'll Do
  • Lead, manage, organize, and direct a cultural resource work team for the purpose of NHPA and due diligence compliance (e.g., literature review, field inventory, testing, mitigation, monitoring) in support of projects for various industries and markets
  • Provide oversight, review, and interpretation of data as part of new or ongoing investigations, mitigation, or monitoring projects
  • Lead, organize, and participate in project field efforts (e.g., inventory, testing, excavation, monitoring)
  • Communicate cultural, scientific, and technical information to the project team
  • Prepare and review cultural resources reports and related materials
  • Assist public and private clients with historic properties and Tribal coordination/compliance
  • Develop lasting professional relationships with current clients through quality client support
  • Engage new clients through professional networking, marketing, and exceptional customer service and support
  • Assist with preparation of proposals, scopes of services, schedules, and budgets
  • Mentor junior staff


What We Expect from You
  • Advanced degree (e.g., Master's, Doctorate) in archaeology, anthropology, or cultural resource management and meet Secretary of the Interior Professional Qualification Standards for archaeology
  • 5-10 years of related experience (advanced degree may count toward experience)
  • Working understanding of NEPA, detailed understanding of NHPA, and other state, federal, and local regulations pertaining to historic properties and Tribal consultation
  • Strong oral and written communication skills
  • Effective time-management, written communication, analytical and interpersonal skills
  • Ability to work effectively independently and in team situations as well as establish strong relationships with other teams
  • Proficient with Microsoft Office Suite, Adobe Acrobat, and applicable industry-related software packages (e.g., ArcGIS Pro, Field Maps)
  • Must have authorization to work permanently in the US
  • Must have a valid driver's license and be able to operate a 4-wheel drive pickup; trailering and utility terrain vehicle (UTV) operation experience is a plus
  • Must be able to carry up to 50 pounds
  • Must be able to walk at least 5 miles per day in rough terrain and at least 10 miles per day in flat terrain
  • Must be capable of using shovels, operating screens, and other equipment associated with testing in the field
  • Must be willing to work outdoors in all types of weather
  • Must be willing to travel frequently for fieldwork with overnight stays
  • Must have authorization to work permanently in the U.S.

Additional Opportunity Details:
Target Base Compensation Range for this role is $87,600 - $118,500
