SUMMARY

The Agua Caliente Band of Cahuilla Indians (ACBCI) seeks a Cultural Resources Manager for its maturing Tribal Historic Preservation Office (THPO). The Manager's primary job function is to manage the THPO's cultural information data (digital and hard copy) including but not limited to: cultural resource material, development project documents, historical data, images, facilities, GIS, archaeological sites, historic properties and features, and other legally mandated information. The Manager will conduct themselves in a respectful and professional manner in the THPO environment and work as a dynamic team member to foster interdepartmental work productivity and relationships; and serve as an ambassador for the Tribal Historic Preservation Office which includes three divisions: General Operations, Cultural Monitoring Program and Cultural Resource Management.

The primary work of the Tribal Historic Preservation Office is to:
  • Represent the Tribe and its Members Interests on the Reservation and beyond, including participation in environmental reviews under CEQA and NEPA including Section 106, ARPA and Other Authorities
  • Represent the Tribe in both NAGPRA and CalNAGPRA proceedings and negotiations
  • Maintain a Reservation-wide Inventory, a Traditional Use database and Agua Caliente Historic Register
  • Operate an in-demand Cultural Monitoring Program serving the Reservation and the Traditional Use Area to protect Culture and Heritage
  • Work with Tribal Council and Members in Protecting and Preserving Burials while Maintaining a Tribal Registry for the Protection of Culturally Sensitive Sites
  • Work in Nominating Properties to the National Register
  • Assist in Educational and Public Outreach for Cultural Preservation Awareness

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Manage all THPO databases in cooperation with Tribal GIS.
  • Process data collected in the field and train staff in Trimble and GPS field data collection.
  • Oversee preparation of artifacts, archives, and ephemera for curation.
  • Maintain all records according to current preservation standards.
  • Supervise and coordinate curation of archaeological materials
  • Assist with research as needed.
  • Selects, coach, monitor, and appraise, maintains, and trains Department personnel.
  • Ability to speak effectively in public including presenting staff reports, public presentations and respond to questions from Tribal Council, Tribal Members and members of the public.
  • Maintain a safe and clean working environment.
  • Maintain confidentiality of all THPO and proprietary information.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Is responsible for the management of cultural resources data of the Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Must be computer literate in Microsoft Office Suite or equivalent software.

EDUCATION and/or EXPERIENCE
  • Bachelor's degree in anthropology, archaeology, historic preservation or a related field, Masters degree preferred.
  • Five (5) years of practical experience in cultural resource management, including working with archaeological collections, archives and/or databases.
  • Must be Proficient in ArcGIS Pro
  • Must be Proficient in data management of archaeological field, laboratory, reporting, research methods and curatorial practices
  • Demonstrated knowledge of Federal laws, state laws and regulations that govern historic preservation and environmental requirements, as well as demonstrated experience in carrying out tribal consultation and compliance activities under those regulationsincluding interpretation, analysis, and enforcement.

WORKING CONDITIONS/PHYSICAL DEMANDS

To perform this job successfully, the individual must work in both the office and field environments. The position requires physical activity and you must be physically fit. Other activities may include hikes of various durations, with packs/equipment for projects that are inaccessible by vehicle. Individuals will be required to walk/hike 8+ miles, climb stairs and walk on uneven surfaces. Additionally, the individual must be able to work long hours in outdoor weather conditions year-round, ranging from 32 degrees F. to 125 degrees F. and in direct sun, must be able to lift at least 50 lb. to waist level and be able to walk carrying the weight. Must be able to travel in and out of Palm Springs, California.
