This position is located in Carlsbad Caverns National Park, in the Resource Management Division.The incumbent serves as the Resources Management Chief for Carlsbad Caverns National Park stationed in Carlsbad, NM and is responsible for providing the overall direction and supervision for the management of day-to-day operations and resources management. The incumbent is the senior principal advisor in the management of cultural and natural resources. The incumbent reports directly to the Superintendent or Deputy Superintendent. The incumbent provides management direction and oversight for cultural and natural resources; Manages Division activities to ensure maximum use of personnel, materials and funds so that the park's cultural and natural resources are protected and preserved while ensuring visitor enjoyment. Provide long-term vision as well as leadership, motivation, inspiration and follow through to staff, volunteers, partners, and public.

AREA INFORMATION/HOUSING INFORMATION: Carlsbad Caverns National Park is located 27 miles from the city of Carlsbad in southeastern New Mexico. The Park, at an elevation of 4400 feet, has a semi-arid climate with hot summers, mild winters, abundant sunshine, low humidity, and approximately 10 inches of rainfall per year. Carlsbad (population 29,000) has all amenities and services including medical and dental facilities, motels, banks, restaurants, churches, grocery stores, department stores, and several recreation facilities. Information about Carlsbad and the Carlsbad area can be found at the Carlsbad Chamber of Commerce. Schools include K-12, and New Mexico State University - Carlsbad Campus. Other services can be found in Albuquerque (280 miles), El Paso, Texas (170 miles), Lubbock, Texas (180 miles), or Midland/Odessa, Texas (150 miles). Recreation opportunities are plentiful with Guadalupe Mountains National Park located 50 miles from the city of Carlsbad, two state parks (Brantley Lake and Living Desert Zoo), and the Lincoln National Forest within an hour's drive. Please note: A government van pool provides service between Carlsbad, NM and Carlsbad Caverns National Park for staff on the core shift.All qualifications must be met by the closing date of this announcement-12/26/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

The position has a basic requirement. You must have the required education or equivalent experience to satisfy the basic requirement for this position. Additionally, applicants must meet the minimum qualification requirement for this series and grade to be considered qualified. You must meet one of the following Basic Qualifications to be considered for this position. You must meet this by the close of the announcement. This is an interdisciplinary position; therefore, applicants will be considered for a range of occupational fields (occupational series) based on qualifications and experience. Occupational series in which applications will be accepted are outlined below.

General Anthropology Series 0190 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement:
  • Degree: appropriate field of anthropology.

  • or
  • Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.

  • or
  • Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level

  • work.

    General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

  • or
  • Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or

  • additional education.

    General Physical Science Series, 1301 (opm.gov) Applicants must have one of the following and submit documentation in their application on

    how they meet this requirement:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering

  • science such as mechanics, dynamics, properties of materials, and electronics.

    or
  • Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24

  • semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
    • AND -

    To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Developing or refining solutions for habitat and public use management plans, identifying future data needs and planning projects for natural and cultural resources; integrating natural and cultural resource analysis, managing sensitive and complex issues, and natural and cultural resource compliance. You must include hours per week worked.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
