Job Summary:

Under the supervision of the Internal Services Division Director, the (AAA) permit registered Cultural Resources Section Manager is responsible for managing, planning, directing the work of Cultural Resources staff, and interpreting policy for a major statewide specialized natural resource program. All proposed ground-disturbing activities on 9.3 million acres of State Trust land must be cleared through the Cultural Resources Section Manager prior to approval, and therefore this position is situated at a management level commensurate with other major program areas within the Department. This position ensures the Arizona State Land Department's (ASLD) compliance with the State Historic Preservation Act (A.R.S. §41-861 et seq.)

The (AAA) permit registered Cultural Resources Section Manager has authority to consult with the State Historic Preservation Office, the Arizona State Museum, as well as federal and state agencies in the administration of ASLD's decisions regarding archaeological investigations on State Trust land. Because this position is mandated by the State Historic Preservation Act, the Cultural Resources Section Manager has the authority to advise the commissioner, division directors, section managers, and administrators regarding ASLD's compliance with the State Historic Preservation Act. This position has the authority to implement mitigation measures regarding cultural resources on State Trust land and to ensure that archaeological investigations are completed before ground disturbing activities occur.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

  • Coordinates the preservation of cultural resources on State Trust land through the implementation of archaeological mitigation measures among the State Historic Preservation Office, the Arizona State Museum, prospective state trust land users, the private sector, and all ASLD's natural resource and real estate programs.
  • Provides technical assistance to law enforcement and to the Office of the Attorney General in matters involving cultural resources on state trust land.
  • Serves as the primary contact and agent representing ASLD on highly sensitive cultural resource issues, often of a confidential nature, before all federal, state, Tribal, and local governments.
  • Responsible for reviewing cultural resource inventory survey reports, work plans, programmatic agreements, memorandum of agreements, intergovernmental agreements, and data recovery reports in consultation with the State Historic Preservation Office, as well as federal and state agencies.
  • May also conduct archaeological surveys, field inspections, and investigate vandalism of cultural resources.
  • Responsible for assessing accurate information needed for data entry into the cultural resource management database.
  • Responsible for the supervision of the Cultural Resources staff, including establishing and applying appropriate performance management metrics and techniques.
  • The selected candidate will apply and positively model the principles, theories, and concepts of the Arizona Management System; identifying meaningful group metrics and adjusting as necessary; leading all continuous improvement activities with courage and humility (i.e. daily group huddles, huddle board updates, problem solving sessions which identify areas for process and quality improvement); successfully adhering to standard work procedures and leader standard work protocols.)
  • The incumbent will also plan and facilitate effective 1:1 Coaching sessions (at least twice monthly) in alignment with AMS principles. Consistently developing subordinate's problem-solving skills; facilitating alignment on performance expectations and applying quick course corrections.

Knowledge, Skills & Abilities (KSAs):

  • Knowledge of the State Historic Preservation Act (A.R.S. §41-861 en seg), and the Arizona Antiquities Act (A.R.S. § 41-841 en seg), Title 37, Public Land statutes, and ASLD Administrative Rules and Regulations;
  • Knowledge of Section 106 consultation process;
  • Knowledge of the criteria for determining cultural resources that are Register eligible for the National Historic Preservation Act;
  • Knowledge to implement mitigation measures regarding cultural resources on State Trust land;
  • Advanced knowledge of the body of work pertinent to Cultural Resources to effectively communicate with Federal and State agencies, and the private sector;
  • Advanced knowledge of Southwestern archaeology, anthropology, history and historic preservation.

  • Advanced analytical skills used to coordinate archaeological mitigation measures for the preservation of cultural resources through avoidance or recovery of significant archaeological materials;
  • Skills in analyzing technical reports for accurate information regarding cultural resources, legal descriptions, and land ownership;
  • Skills in reviewing and commenting on technical documents;
  • Advanced verbal and written communication when corresponding or interacting with Federal and State Agencies, attorneys, law enforcement officials, members of the public, and members of the media.

  • Ability to apply applicable Federal and State Historic Preservation statutes;
  • Ability to manage and preserve archaeological and historical resources;
  • Ability to apply methods, techniques and practices used to direct archaeological and historic site assessment and mitigation programs;
  • Ability to research, analyze, develop, and manage archaeological and historic preservation plans and resources;
  • Ability to effectively supervise staff; developing and implementing appropriate performance management techniques and metrics.

Selective Preference(s):
  • MUST possess an Arizona Antiquities Act (AAA) permit or be able to acquire such within 6 months of hire.
  • Master's degree from an accredited college or university with a major in Southwestern archaeology, anthropology, history or historic preservation;
  • A minimum of two years of experience coordinating, monitoring, and/or administering program activities;
  • A minimum of five years of professional level experience researching, analyzing, developing and managing archaeological and historic preservation plans, resources and staff.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
