This announcement uses the OPM Federal Wide Direct Hire Authority to recruit and appoint qualified candidates to certain positions in the competitive service where a critical hiring need has been identified.

Duties
  • Leads the implementation and improvement of new or existing national data collection programs that maximize the validity, accuracy, and utility of the resulting data for analytic and reporting purposes.
  • Serves as an expert in working with different data sources (such as survey data and administrative records) and in statistical methods and techniques, including survey design, instrument design, data linkage, and complex statistical analyses.
  • Leads the agency's Paperwork Reduction Act process for national data collections, including developing the information collection request, 60- and 30-day notices, supporting statements, and creating and reviewing burden calculations.
  • Advises leadership, committees, workgroups, and other entities regarding the establishment of agency policies concerning data collection, dissemination, and governance.
  • Oversees the review and development of analytical data to assist in the development of functional performance measures that effectively reflect the agency's national program performance.
  • Leads, consults, collaborate with others, and provides technical consultation on aspects of statistical studies including design, analysis, and interpretation.
  • Analyzes tabulated statistical data and uses professional judgment to determine what is reliable and of value based on established statistical principles and criteria.
  • Applies a variety of statistical techniques such as stratified random sampling; analysis of variance; logistic regression; survival models; and machine learning.
  • Evaluates the data, draws inferences, and arrives at conclusions making use of text, graphs, charts, and tables to ensure its most effective presentation
  • Coordinates responses to internal and external requests for information.

Qualifications

For the GS-14: You must meet one of the following Basic Education Requirements:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR
  • Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting one of the above Basic Requirements, you must also possess the following: Have at least one year of specialized experience equivalent to the GS-13 grade level, OR equivalent public or private sector experience which has equipped you with the particular knowledge, skills and abilities to perform the duties of this position. Specialized experience for this position may include:
  • Overseeing and managing complex projects, ensuring the project is completed on time, within budget, and within the scope of work.
  • Analyzing project expenditures, conducting cost analyses, and forecasting project costs.
  • Overseeing a national data collection program life cycle.
  • Designing and developing approaches and techniques to enhance an organization's methodological capabilities, including data collection, instrument design, analytic methods, change management, etc.
  • Directing, contributing to, and reviewing project deliverables, ensuring quality control.
  • Developing and maintaining strong cross-departmental and intradepartmental working relationships.
  • Utilizing strong communication and collaboration skills with senior leadership, technical project staff, researchers, programmers, consultants, subcontractors, and external stakeholders.
  • Managing day-to-day team performance.
