This announcement uses the OPM Federal Wide Direct Hire Authority to recruit and appoint qualified candidates to certain positions in the competitive service where a critical hiring need has been identified.

Duties
  • Serves as Director of the Information and Data Access Division within the Office of Enterprise Data and Analytics (OEDA) at the EEOC.
  • Supervises two team leads who are responsible for EEOC's data governance, the management of the EEOC library, and the maintenance of data access control, including the dissemination and promotion of the use of EEOC information products.
  • Responsible for managing the contract support and overseeing all matters related to EEOC's Enterprise Data Warehouse.
  • Serves as a key member of the OEDA management team and participates in the day-to-day operations of OEDA, with responsibilities for preparing matters for decisions by the OEDA Director.
  • Carries out efforts to implement plans, policies, and programs, and completing ad hoc senior-level tasks as assigned.
  • Carries out management duties and responsibilities, including preparing responses to requests for statistics or other information for program offices of the EEOC, Office of the Chair, other federal agencies, and academic researchers.
  • Collaborates with Directors to coordinate responses to requests for information and to support OEDA's operations for efficient and effective execution of policies, plans, procedures, and products.
  • Coordinates, collaborates, and consults with the Office of Information Technology colleagues on data management, secure data transfer, and data validation and verification matters.
  • Performs other duties assigned.

Qualifications

BASIC REQUIREMENT:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting one of the above Basic Requirements, you must also possess the following:

For the GS-15: Have at least one year of specialized experience equivalent to the GS-14 grade level, OR equivalent public or private sector experience which has equipped you with the particular knowledge, skills and abilities to perform the duties of this position. Specialized experience for this position may include: Demonstrated expertise in planning, directing, implementing, and evaluating data governance initiatives such as data standardization, lifecycle, and interagency data sharing activities, as well as national statistical programs and projects; advising subject matter experts on highly complex and unprecedented problems and coordinating major statistical studies; designing and developing data analysis methodologies and techniques; supervising or leading a group of employees, providing administrative and technical supervision necessary for them to accomplish their work formulating and carrying through work plans to support the agency's mission; forecasting the impact of present and future technologies on the agency's current practices using analytical and model building techniques; and, demonstrated expert knowledge of complex methodological research, and development for data collection in areas without pre-existing sources.
