SUMMARY

The Electronic Case Reporting (eCR) Lead focuses on providing high level expertise in HL7 hands-on development, data utilization and establishment of integration processes and interfaces for Hl7 pre-processing, data transformation and ingestion into databases. This position is responsible for implementing integration tools and establishing pipelines for matching/linkage and integration with surveillance data and conducting data analyses comparing incoming eCR and ELR data streams. It is located at the Illinois Department of Public Health.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Oversees an assessment of the current state of data and health information systems and services, including data exchange and information systems, to identify opportunities for modernization and interoperability

At the highest level of practice, provides daily operational and programming support in informatics subject matter area including expert-level programming, script-writing, relief for staff and technical troubleshooting capacity in emergency system outages, system overload, or other emergency situations where detailed knowledge of systems and programming is required.

Formulates results of analyses, including information in the form of graphs, charts and tables.

Maintain awareness of trends, innovations and emergent technologies that may impact bioinformatics and can improve the sustainability or efficiency of data management systems.

Facilitates knowledge sharing with stakeholders and conducts training for new bioinformatics team members.

Strategic planning, organization, management, organization, utilization, optimization of existing and future bioinformatics resources, skills, and needs.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree in public health, registered nursing, microbiology, sociology, anthropology, veterinary medicine, biology, psychology, chemistry, epidemiology or a related field plus three (3) years of professional experience in communicable disease or infectious disease surveillance and/or control programs at the local, state or federal level. Requires experience in working with an electronic disease surveillance system, and skills in utilizing Business Objects software for advanced statistical analysis and report generation. Prefers a master's degree in public health with a concentration in informatics, epidemiology, or biostatistics, prior experience in informatics, and familiarity with HL7, Rational Rhapsody, electronic laboratory reporting.

CERTIFICATES, LICENSES, REGRISTRATION

Must be able to obtain government security clearance

U.S. Citizens/Green Card only due to government or federal requirements

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Familiarity with public health, public health surveillance systems, public health or health informatics and epidemiologic practices.

Experience with both common and emerging interoperability standards such as HL7 V2.x, V3, IHE profile, Clinical Document Architecture (CDA), CCD, JSON and FHIR.

Hands-on Relational Database experience (Oracle, Microsoft SQL Server).

Expert on Relational Database Management Systems (RDBMS) concepts, Design, Reports, Complex queries, and Optimization.

Ability to develop and maintain effective working relationships with national, state, and local partners in various governmental, private, and voluntary agencies.

Experience in conveying complex information effectively using oral and written communication with the ability to analyze, interpret, and summarize data and prepare reports.

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and or boards of directors

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
