Duties
  • Provide guidance on cultural resources within all types of documents, such as Environmental Assessments; Environmental Impact Statements; Findings of No Significant Impact; Records of Environmental Considerations, etc.
  • Manages resources and expertise necessary to prepare rational and legally defensible compliance documentation for NEPA and other applicable laws, regulations, and policies.
  • Coordinate with counterparts at the district, division, and USACE HQ levels; other Federal, state, tribal, and local officials, and private interests to develop solutions for contentious technical, legal, and policy regarding cultural resources.
  • Leads development of scope, schedule, and budget necessary for cultural resources compliance of the most complex, multi-purpose water resource projects.

In order to qualify, you must meet the basic education required and the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for BIOLOGIST:
Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for ECOLOGIST:
Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Basic Requirement for FISHERY BIOLOGIST:
Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects.

Basic Requirement for WILDLIFE BIOLOGIST:
Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences.

Basic Requirement for BOTANIST:
Degree: Bachelor's degree (or higher degree) in botany; or basic plant science that included at least 24 semester hours in botany.

Basic Requirement for SOCIAL SCIENTIST:
Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as communication studies, economics, history, human geography, jurisprudence, psychology, public health, etc.

OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Basic Requirement for Archeologist:
Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school.
OR
Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school).

OR
Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology.
In addition to meeting one of the basic requirements above, to qualify for this positionyou must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes experience providing technical guidance on the development, preparation or content of cultural resources within documents such as Environmental Assessments, Environmental Impact Statements; Findings of No Significant Impact; Records of Environmental Considerations; Draft or Final Records of Decision pursuant to the National Environmental Policy Act (NEPA); Section 106 compliance with the National Historic Preservation Act (NHPA); Master Plans or recreation plans that are related to water resource projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education
