Summary:

This position is located in the Global Engagement Center (GEC), Office of the Under Secretary for Public Diplomacy and Public Affairs, Department of State (DOS), directly reporting to the Deputy Director for interagency planning, coordination, integration, and implementation of Counter-Terrorism communications throughout the USG. The Global Engagement Center (GEC) is responsible for discharging the responsibilities established by Executive Order (E.O.) 13721 of March 14, 2016, using the authorities therein delineated, in particular under Section 6, and discharging the responsibilities included in Section 1287 of the FY 2017 National Defense Authorization Act (NDAA), as amended by Section 1284 in the FY 2019 NDAA, which expanded the GEC's mission and directed it to "direct, lead, synchronize, and coordinate efforts of the Federal Government to recognize, understand, expose, and counter foreign state and foreign non-state propaganda and disinformation efforts aimed at undermining or influencing the policies, security, or stability of the United States and United States allies and partner nations."

This position starts at the GS-14 Step 1 grade level. This announcement will be open until December 8, 2021, at 11:59pm. Any application received after 11:59pmon December 8th will not be considered.

Duties:

Provide oversight and coordination of the Operations Branch planner, operation specialists, and effects, intelligence and analytics experts charged with coordinating with State Department peer organizations and other internal Department.
Lead development, implementation, and evaluation of operational requirements and coordination approaches that advance GEC mission objectives with State, interagency partners.
Develop and maintain relationships with his or her counterparts with appropriate offices and bureaus.
Provide guidance to and oversight of Operations Branch members on how to approach departmental clearances, engagements with embassies.

Specialized Experience:

Applicants applying for the GS-14 grade level must have at least 1 full year of experience which provided you with the knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience serving as a primary advisor to senior-level staff on to strategic impact of the Center's programs.
Experience establishing project management process to ensure programs are implemented.
Experience in formulating and guiding programs, policies; develop macro-level projects plans (e.g., management task lists, implementation plans, strategies, and priorities.

Knowledge / Skills / Abilities:

Mastery of written, oral, and interpersonal communication skills.
Expert knowledge of the political, military, economic, and cultural factors and their interplay with violent extremist recruitment in regions, countries and among communities around the world.
Expert knowledge of research methods and techniques, along with analytical and evaluative processes in order to analyze complex issues, identify options, and propose short- and long-term courses of action.

Education Required:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

or

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

Benefits and Other Info:

The Global Engagement Center has a program that allows Personal Service Contract employees to be reimbursed for part of their health and life insurance premium costs that they incur during the period of performance. The Health Insurance Program pays 72% of the actual costs towards

either an individual policy or a family policy of the Contractor's annual health insurance premiums, provided that such amount does not exceed the maximum U.S. Government contribution for Civil Service or Foreign Service personnel as announced annually by the Office of Personnel Management. The Life Insurance Program pays 50% of one life insurance policy premium cost up to a maximum of $500.00 per year. To be eligible for the PSC Health and Life Insurance Reimbursement Programs, the employee must provide proof of insurance coverage and the cost of the premium for which they are responsible. The 401K Retirement Savings plan offered by the Department gives an opportunity for PSCs to prepare for a retirement future through participation in a retirement plan. The retirement plan provides tax benefits; however, is not matched by the Department. Former Military Service and Federal employees Annual Leave Accrual Rates: Personal Service Contract employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates.
