E-volve Technology Systems is seeking a Project Manager to support Organizational Development working as a Change Management/Communication SME in support of the USDA customer. Experience supporting federal government contracts for rural, agriculture, equity, or similar programs is preferred.

The Project Manager serve as the organizational development lead for a public sector consulting team responsible for achieving the objectives of the USDA's Equity Commission and supporting Committees. The ideal candidate will support the maintenance of all project plans, project-related calendars, projects task plans, project budgets, and coordinates associated activities.

Duties and responsibilities:
  • Manage strategic, significantly complex, and important initiatives that resolve critical and/or endemic challenges and identify risks/opportunities in strategies.
  • Standardizes the project related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques.
  • Reviews management processes such as: developing and quantifying needs for revised or improved processes; developing new or modified systems and procedures and providing documentation, orientation (or training), performing direct support to colleagues and clients and implementing and maintaining management processes, including the program planning and communications.
  • Conduct outreach, engagement, and facilitation of multi-sector collaborations around initiatives - including organizing periodic committees, symposia, meetings, and events; developing meeting agendas, curricula, and materials; coordinating; and possibly prepping the Designated Federal Officer (DFO), Commission Leads and the Deputy Secretary for public speaking engagements and media appearances.
  • Design and operationalize change management strategies that support the Equity Commission's goals while enabling the Commission and the program team to become a high-performing group; to include initiatives that foster a high-performance culture, where learning, continuous improvement, and diversity, equity and inclusion are the norm.
  • Identify organizational impediments to successful change adoption and enablement and facilitate change management activities with cross-functional team members and stakeholders to ensure adoption of change initiatives.
  • Collaborate with project team members to ensure the successful execution of an end-to-end change management strategy.
  • Integrate change management activities and metrics into project plans; define success metrics and monitor change progress.
  • Leverage existing tools and resources to drive change and introduce new tools and resources as appropriate; work to improve the outcome of a change initiatives, overcome barriers to change, and improve the Commission experience.
  • Provide direct support and coaching to consultants, managers, and leaders to effectively navigate change and maximize change adoption and absorption.
  • Oversee and guide the work of communications and engagement deliverables.
  • Manage and grow relationships with stakeholders.

Education and qualifications:
  • U.S. citizenship
  • Current Public Trust or ability to pass a background check
  • B.S. or B.A. degree in a related discipline that provides the functional skills to perform the functions and responsibilities to include organizational development, organizational behavior, anthropology, I/O psychology, or business management.
    • Advanced degree is preferred.
  • 10+ years of related management experience
    • Overall experience should include least four years in relevant positions including multi-cultural communications or experience within equity focused organizations.
  • PMP Certification is desired.
  • Prosci Certification.
  • Strong understanding and experience in utilizing emotional intelligence (EQ) to manage, guide and influence decisions made related to the work within program/commission.
  • Knowledge and experience in organizational management consulting and change management, and familiarity with the USDA's authorities, programs, customers, and organizational structure preferred.
  • Possess a broad-based knowledge of diverse populations including, but not limited to ethnic and racial cultures, faith traditions, and LGBTQ orientations.
  • Willingness to bring your lived experience to the table when advising clients and engaging with teams internally.
  • Exceptional analytical and quantitative problem-solving skills, inquisitive by nature, adept researcher.
  • Radically inclusive to value a diversity of perspectives and understands the importance of understanding issues from multiple perspectives to lead to the most effective recommendations.
  • Experience to thrive in a work environment with complexity and bring the abilities of a natural problem-solver with an entrepreneurial sensibility and experience to dig deep for patterns and paths, even amidst a great deal of ambiguity.
  • Detail oriented with the ability to see the big picture with an interest in supporting a highly structured organization.
  • Experience to contribute to a "no task too small' mentality and know how to collaborate effectively within a distributed fast-paced team.
  • Proven success developing project scopes and deliverables in industries and project areas, including acquiring expertise in new areas.
  • Strong writing, communication, and presentation skills, and the ability to communicate effectively, including with senior leaders.
  • Interest in managing a wide range of client projects from initiation to closure.
  • High level of proficiency with MS Excel, Word, and PowerPoint.
  • Experience with graphic design tools such as Adobe and experience ensuring documents are 508 compliant.
  • Experience or knowledge working in two or more of these disciplines:

    • Agricultural inequity
    • Social justice
    • Food insecurity
  • Experience working successfully in a blended government and contractor team environment.
  • Availability to support on-site work, if requested, after pandemic restrictions are lifted.
