Job Duties

Actsas Assistant Superintendent for Programs to perform necessary functions asdesignated for management of the CambridgeDevelopmental Centerin the absence of the Superintendent. Assures that the individual rights and needs of all clients are metthrough compliance with all state and federal regulations for the habilitationof the Developmentally Disabled including ACMR/DD and Title XIX. Strives to see that each client is placed inthe least restrictive environment to meet his/her needs. Reviews and approves activities for allprogram departments routinely. Developsand implements strategies for effective coordination of unit and other programfunctions. Develops appropriateevaluative and developmental tools for all programmatic areas. Responsible for administrative decisions forcottage operations and professional program disciplines; daily supervises alldepartment heads in program areas including; activities; psychology;vocational; language development. Evaluates job performance as well as unit efficiency; participates indevelopment and implementation of departmental budgets for each of the programareas; provides systematic in-services to assure managerial organization andprogrammatic effectiveness. Reviews andmonitors reports; records and documents to provide quality assurance. Acts to assure compliance with all standardsand regulations with the State of Ohio,Department of Developmentally Disabled, Department of Health, Department ofHuman Services and federal Medicaid as well as other rules andregulations. Assures all residentsneeds, as mandated by respective court orders, are met. Advises the Superintendent on all admissionsand discharges of residents to the Center.
Analyzes human resource needs through on-goingExcel Review, program management audits, and departmental schedule review. Acts as representative of the Center atconferences or meetings to transmit and interpret policies or to resolveconcerns of problems (i.e., Program Directors meetings, Specially ConstitutedCommittee or represents Superintendent at Department Superintendentmeetings). Assists with the developmentof contracts with outside agencies(i.e., County Boards of Developmentally Disabled, SoutheastDiversified Inc., etc.), to provide a variety of resident care services. Maintains liaison with and providesconsultation services to other local and state agencies; coordinates with otherstate and community agencies to provide a comprehensive developmental servicedelivery system for developmentally disabled citizens of this 19 county catchment area
Qualifications

Completion of graduate core program in social or behavioral sciences, public administration, or health care administration; 24 mos. trg. or 24 mos. exp. in ICF/IID Medicaid standards in an ICF/IID or other residential setting (i.e., nursing facility) or as a provider of Medicaid waiver services in a community or congregate setting; 24 mos. trg. or 24 mos. exp. in supervisory principles & techniques; 6 mos. trg. or 6 mos. experience in budget management (e.g., individual staffing &/or operational expenditures).

-Or completion of graduate core program in business administration or management & a bachelor's degree in professional human services category (e.g., psychology, education, anthropology); 24 mos. trg. or 24 mos. exp. in Medicaid standards in an ICF/IID or other residential setting (i.e., nursing facility) or as a provider of Medicaid waiver services in a community or congregate setting; 24 mos. trg. or 24 mos. exp. in supervisory principles & techniques; 6 mos. trg. or 6 mos. experience in budget management (e.g., staffing &/or operational expenditures).

Knowledge of social or behavioral sciences; management; supervisory principles & techniques; federal ICF/IID Medicaid standards; budgeting; quality assurance; public relations; public speaking. Skill in operation of personal computer*. Ability to use research methods in gathering data; interpret extensive variety of technical material in books, journals & manuals; develop complex reports & position papers; establish positive & progressive atmosphere as program director; prepare & deliver speeches to various groups.
