* Duties Help Duties Summary The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. This position is with the U.S. Department of Labor, Bureau of Labor Statistics, Division of Federal/State program. This is an interdisciplinary position and may be filled either as an Economist or Statistician (Economics). Learn more about this agency Responsibilities Duties include but are not limited to: * Directs a branch in the management of data collecting and editing activities for assigned programs by state agencies in the region. Manages and evaluates pilot and prototype studies conducted by State agencies in the region. Directs a regional staff of professional and technical employees resolving highly technical and the most complex and unique problems, requiring extensive knowledge and mastery of the theories and principles of Economics or Statistics and Bureau program requirements. * Directs a regional staff of professional and technical employees resolving highly technical and the most complex and unique problems, requiring extensive knowledge and mastery of the theories and principles of Economics or Statistics and Bureau program requirements. The incumbent provides expertise and advice on regional program planning covering the assigned programs. * Contacts with State agency officials and staff are to negotiate agreements for performance of statistical programs and to provide leadership in assessing compliance with established criteria. * Serves as the principal Bureau contact to the participating state agencies regarding the technical and administrative aspects pertaining to the Federal/State programs. Provides significant and innovative recommendations to advance programs and improve participation. * Manages and evaluates data collection and editing activities for Federal/State programs. These programs are conducted by both cooperating state agencies and by Regional Office staff at the direction of the Branch Chief. Initiates and develops useful working relationships with state agencies responsible for conducting Federal/State programs. * Manages and evaluated pilot and prototype studies conducted by the state agencies. * Plans, establishes, and communicates work priorities; provides training, counseling, and identifies staff development needs; approves leave; develops branch recruitment plans; interviews and selects candidates for vacancies and initiates other personnel actions; supports EEO affirmative action plans and objectives; provides advice, counsel, or instruction to individual employees on performance and administrative matters; evaluates performance and initiates disciplinary measures, as needed. * Performs other duties as assigned. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. Qualifications Applicants must meet the Basic Requirement AND Minimum qualifications for each grade they wish to be considered for. Basic Requirements: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include: * individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; * supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or * teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications to be considered: GS-13: One (1) year of specialized experience equivalent to GS-12. This experience must have equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position. Specialized experience should include a thorough range of complex economic professional work and training. Specialized experience includes: Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following: (1) Personal research that produced evidence of results, (2) Direction of graduate theses in economics, or (3) Service as a consultant or advisor on technical economics problems. Education must have been gained in a curriculum that is qualifying for the position to be filled. Equivalent combinations of education and experience are qualifying for this position.
