Environmental Project Manager
POWER Engineers, Inc. is currently seeking an Environmental Project Manager with 8+ years of experience to manage projects in Oregon, Washington, and Northern California. This position reports to our northwest office, in Portland, Oregon, with the ability to work remotely from a mutually acceptable location.
This position will manage environmental siting/permitting and planning for large and small energy projects and natural resource management studies. The successful candidate will have demonstrated expertise in the western U.S. with the following:
- Environmental planning and analysis
- NEPA and/or SEPA compliance
- Energy Siting Council experience - OR EFSC or EFSEC in WA
- Federal and state agency coordination
- Public involvement
- Technical writing
- Project management
- Business development/successful client relationships in one or more of the following areas:
- Electric transmission lines
- Renewable power generation facilities
- Oil and gas pipelines
- Extensive knowledge and demonstrated expertise in federal and state environmental policy and regulation in the western U.S. is required
Roles and Responsibilities
Responsibilities include managing project teamwork and deliverables, monitoring schedule and budget, business development, and interfacing with internal Project Managers, staff, and clients. Other responsibilities include but may not be limited to:
• Manage multiple projects at various stages, disciplines, and locations
• Lead project teams for key clients
• Prepare, review, and submit environmental planning and NEPA analysis documents to clients and agencies such as EIS's, EA's, CE's
• Prepare, review and assist clients with submittal of federal, state, and local permit applications
• Lead efforts in coordinating with federal, state and, local agencies for project permitting
• Interface with internal and external project managers, staff, clients, and subcontractors
• Coordinate client data including project scope, budget, schedule, and cash flow forecasting
• Lead/assist with business development, developing/maintaining client relationships, and proposal writing
• Develop a strategy for public involvement programs, attend and participate in open-houses and public meetings
• Travel for client, project, and marketing meetings
Required Education/Experience
• Bachelor's degree in Conservation Biology, Anthropology/Archaeology, Environmental Planning, Environmental Science, or related degree
• Eight (8) + years of successful experience coordinating or managing environmental permitting and planning for energy-related projects
• Must have skills in environmental planning and analysis, regulatory compliance, public involvement, technical writing, and project management
• Must have working knowledge and demonstrated experience in federal and state environmental policy and regulation
• Successful experience in proposal writing and presentations, generating business development leads, and building/maintaining strong client relationships
• Experience in one or more of the following areas:
• electric transmission lines
• electrical distribution and substations
• renewable power generation facilities
• oil and gas pipelines
• Must have strong communication skills with clients, project staff, and department management
• Must have the ability to define and understand client requirements, manage expectations,
Preferred Education/Experience
• Master's in Conservation Biology, Anthropology/Archaeology, Environmental Planning, Environmental Science, or related degree
• Direct recent experience with the Bureau of Land Management and U.S. Forest Service in the western U.S.
