POSITION SUMMARY: The Investigation Specialist conducts Certified Investigations and internal evaluations of all Elwyn Intellectual and/or Developmental Disabilities (IDD) services in Pennsylvania (PA) and Delaware (DE) to ensure quality care; performs assessments of all services and makes recommendations for improvement in all aspects of service delivery; participates in on call responsibilities.

  • Conduct Certified Investigations per the Pennsylvania Office of Developmental Program (ODP) Certified Investigator Manual:
    • Identify investigatory question(s)
    • Secure scene, when possible
    • Interview victim(s), witness(es), target(s)
    • Collect direct, demonstrative, and documentary evidence, including collecting and managing physical evidence and ensuring Chain of Custody
    • Identify, sort, classify, reconcile and analyze evidence
    • Complete a Certified Investigation Report
    • Present investigatory results and report to the administrative team
  • Utilize the preponderance of evidence standard using weight of evidence in determining conclusions
  • Adhere to the elements of objectivity, speed, and thoroughness while conducting investigations
  • Complete Peer Reviews of investigations done by CIs throughout the service area in accordance with ODP CI manual
  • Conduct internal evaluations as part of the IDD Services' Continuous Quality Improvement (CQI) program
  • Report observed quality improvement needs to the Director of QI
  • Report future needs or problem areas identified when present in the program areas and suggest effective/corrective action
  • Conduct interviews with individuals supported, their families, staff members, advocates, etc. to verify quality services are being delivered
  • Maintain a current file of regulatory standards and updates
  • Maintain a current manual for Certified Investigators
  • Participate in on call QI rotation, as needed
  • Perform cardiopulmonary resuscitation (CPR), and crisis intervention using agency-trained protocols
  • Perform other duties as assigned

IMMEDIATE SUPERVISOR: Director of Quality Improvement


CONTACTS: Elwyn personnel, individuals supported, parents, family members, advocates, federal, state, regional, county and local agency personnel and visitors.

  • Must be Qualified Intellectual Disabilities Professional (QIDP) qualified:

(a) At least one year of experience working directly with persons with intellectual disabilities or other developmental disabilities AND

(b) Is either a human services professional possessing at least a bachelor's degree in a human services field, including but not limited to sociology, special education, rehabilitation counseling, psychology, all professional disciplines (e.g., Occupational Therapist, Physical Therapist, physical therapy assistant, speech-language pathologist, audiologist), academic disciplines associated with the study of human behavior (e.g., speech communication, gerontology), human skill development (e.g., counseling, human development), humans and their cultural behavior (e.g. anthropology) or study of human condition such as literature and the arts, or a physician and surgeon, or a osteopathy physician and surgeon, or a registered nurse
  • Obtain and maintain Pennsylvania Certified Investigator status
  • Two (2) years of experience as a Certified Investigator or equivalent investigatory experience
  • Must possess high ethical standards, a reputation of honesty and credibility, versatile interviewing abilities, good judgment and flexibility
  • Excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
  • Must have flexibility to work nights and weekends and participate in 24/7 on call as needed
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR and crisis intervention techniques using agency-trained protocols
