Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
This position is a Subject Matter Expert in cultural resource management. Position provides program management support, project management direction, and data management oversight for the Air National Guard Headquarters' Cultural Resources Management Program supporting the Air National Guard ( ANG ) Cultural Resource programs.
This is a customer service oriented position, responsible for coordinating with installation personnel at more than 160 ANG installations, 54 State Historic Preservation Offices, and numerous consulting American Indian Tribes. The Cultural Resources Specialist will actively coordinate with ANG Natural Resources, NEPA , Air Quality, and Civil Engineering programmers and managers to ensure proactive compliance with historic preservation legislation and Air Force regulations governing cultural resources management and tribal consultation. This position will also participate, facilitate, and ensure ANG Cultural Resources training and Native American Consultation training is available to ANG staff. Position is physically located at Andrews Air Force Base, MD.
Required Job Qualifications
- Master's Degree in Historic Preservation, Anthropology/Archaeology, Architectural History, or related field, and knowledge and experience with historic preservation, planning, and cultural resources management and other technical training pertinent to the position is required, plus 5 or more years of relevant experience.
- Experience managing cultural resources projects from initial programming and planning to the conclusion of the project, with little to no supervision.
- Demonstrated experience working with and/or managing programs and projects involving both archaeological resources and historic buildings.
- Demonstrated experience evaluating historic buildings.
- Demonstrated knowledge working with U.S. federal historic preservation laws and regulations that govern federal historic preservation requirements and tribal consultation, and have demonstrated experience carrying out consultation and compliance activities under those regulations.
- Have a thorough understanding of most standard computer programs.
- Excellent oral and written communication skills are required.
- Must demonstrate knowledge of Department of Defense policies and processes and military culture in general.
- Prior experience writing Historic American Building Surveys ( HABS )/Historic American Engineering Record ( HAER ) documents
- Experience completing Story Maps using ESRI Story Map software
- Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.
Preferred Job Qualifications
- Experience working in highly structured organizations such as governmental agencies, the military, or corporations with clearly established lines of authority, procedures, and protocols is desirable.
- Demonstrated experience acting with diplomacy and discretion at all organizational levels is necessary.
- Excellent critical thinking abilities and problem-solving skills are essential.
- Knowledge of cultural resource issues on U.S. military installations and extensive knowledge of Department of Defense and Air National Guard policies and processes relating to historic preservation and cultural resources management is highly desirable.
- Experience working with and/or developing SharePoint systems is preferred.
- Experience with and proficiency in VEMO , ACES or TRIRIGA , Air Force eDash, and DoD SharePoint systems is also beneficial.
- Project management and/or process management certification highly desirable (e.g. PmP, Learn Six Sigma, etc.)
- Prior experience writing Memorandum of Agreements and Programmatic Agreements is preferred.

Provide expert guidance to ANG Installation personnel regarding Federal laws and regulations governing the protection and management of cultural resources, including but not limited to, National Historic Preservation Act ( NHPA ), Archaeological Resources Protection Act ( ARPA ), Native American Graves Protection and Repatriation Act ( NHPA ), Department of Defense Instruction (DoDI) 4715.16, and Air Force Manual 32-7003.
