BACKGROUND
Algeria's ranking at 136 on the Global Gender Gap Index reflects this growing gender inequality, which represents a decrease from its ranking at 97 (.602) in 2006. It ranks 142 (.456) on economic participation and opportunity; which reflects a decline from its position at 103 (.443) in 2006. Particular areas of challenge in this area include a low female labor force participation rate and estimated earned income, as well as low representation as legislators, senior officials, and managers. These challenges are related to women staying home to raise children, norms that view women as having a primary role on domestic tasks and child-rearing; limited and expensive transportation; sexual harassment in the workplace and lack of security; work hours that conflict with childcare responsibilities; and restrictions and norms related to the kind of jobs women can and should carry out. The country ranks 111 (.966) on educational attainment; which represents a decline in rank from 84 (.944) in 2006. Specific areas of inequality include the literacy rate and enrolment in primary and secondary education. Algeria ranks 144 (.958 ) on health and survival, a reduction from its position at 78 (.971) in 2006. Health life expectancy is one among several areas of inequality. Its ranking on political empowerment increased to 100 (.151) from 98 (.049) in 2006.
The political participation of women at the grassroots level in Algeria is strong; beginning most notably when women served as combatants in the War of Independence, which started in 1954 and ended with the nation's independence in 1962. After independence, women's participation was marginalized; however, there has been active engagement over the last 40 years of women alongside men in protests to combat the narrowing democratic space in the country.
OBJECTIVES OF THE GENDER ANALYSIS
To conduct a country-level gender analysis that considers opportunities for gender equality and women's empowerment with a focus on the following sectors:
DELIVERABLES AND TASKS REQUIRED
Inception report: The inception report will include secondary data review and analysis, methodology, work plan, a preliminary list of key stakeholders, and research question guides. In-country primary data collection: National consultants (only) will carry out in-country primary data collection to inform the presentation of preliminary findings and recommendations, the draft and final gender analysis reports, and the presentation of the final report. Presentation of preliminary findings and recommendations: The research team will provide a virtual presentation of preliminary findings and recommendations. Draft gender analysis report: Draft gender analysis report of 45 pages, excluding the executive summary and annexes) that synthesizes secondary data from the inception report and primary data. Final gender analysis report: Final gender analysis report integrating feedback from Banyan Global on the draft report. Presentation of final gender analysis report: The research team will make a virtual presentation of the final gender analysis report.

QUALIFICATIONS
This position seeks an international consultant with core experience working with and knowledge of U.S. Government programs and must be an experienced social scientist with expert level knowledge in conducting gender analyses, with a preference for experience in the Middle East and North Africa. Other qualifications include:

- Lead the preparation of the inception report.
- Provide technical oversight for in-country primary data collection.
- Lead presentation of the preliminary findings and recommendations.
- Lead preparation of the draft gender analysis report.
- Lead preparation of the final gender analysis report.
- Lead presentation of the final gender analysis report.
QUALIFICATIONS
This position seeks an international consultant with core experience working with and knowledge of U.S. Government programs and must be an experienced social scientist with expert level knowledge in conducting gender analyses, with a preference for experience in the Middle East and North Africa. Other qualifications include:
- Minimum of 10 years‘ experience in research, policy formulation, and program design in gender and/or social inclusion.
- Formal studies in gender and/or social inclusion and a minimum of a Master's degree in sociology, anthropology, economics, or relevant social science field.
- At least 6 years of experience carrying out gender analyses.
- Excellent speaking and writing English language skills.
- Exceptional interpersonal and intercultural skills.
- Excellent leadership skills.
- Expertise in one of the priority sectors listed above.
- Experience with other donors is highly desirable.
- Fluency in English and French. Arabic fluency preferred.
- U.S. nationality.
- Note: No travel required.
