Duties SummaryThis vacancy is for multiple Statistician (Data Scientist) positions within any Directorate at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.This Job Opportunity Announcement may be used to fill other Statistician (Data Scientist), GS-1530, 13, FPL 13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.ResponsibilitiesPlans, initiates, and directs continued programs in data science. Projects including scientific, statistical, and predictive techniques (e.g., regression analysis, statistical analysis, modeling, mathematical programming, and data visualization).Collects, sources, processes and cleans data. Writes and executes program code to perform complex processes that is clear and efficient, interprets and analyzes results, uses data visualization to communicate insights and outcomes to stakeholders.Defines data requirements and integration of enabling technologies to collect, extract, engineer, and transform data from traditional and non-traditional sources.Using knowledge of developments and advancements in these data science topics, and identifies opportunities to incorporate the latest technology or techniques and to minimize potential negative impact on current projects.Identifies and uses a wide variety of internal and external data sources and collaborates with Census Bureau directorates and external parties to identify and address potential barriers associated with accessing, analyzing, and using the data.Travel RequiredOccasional travel - Occasional travel may be required.

QualificationsMinimum Education Requirement:Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.ORCombination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.ANDSpecialized Experience:For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience for this position includes planning, conducting, and reviewing analyses using techniques such as regression analysis, statistical analysis, modeling, mathematical programming, and machine learning; interpreting and analyzing results from data collected using statistical programming languages and/or software (such as Python, R, SAS, and Stata); using data visualization software such as Tableau, Qlikview, ArcGIS, MATLAB; incorporating a variety of data sources to identify and address potential issues related to accessing, analyzing and using data; using advanced data science technologies and techniques to collect, extract, guide, clean, and transform data; writing reports or publications and conducting presentations; collaborating and communicating with individuals within the scientific community; facilitating work across teams.OREducation cannot be substituted for experience at this grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
