The Program Manager will be a skilled specialist who reports directly to the Department of Internal Medicine Chair. He/she will oversee the coordination of all administrative, research, and fiscal matters of the research labs. The position will have a primary focus on financial activities of the grant but also has responsibilities in general operational, administrative and management issues relative to the grant and sub-projects. He/she will supervise and coordinate the activities of the research staff in the laboratory to ensure that the laboratory receives optimal research and office support. Will maintain current information on UAMS and NIH budget procedures and processing and will prepare financial reports. The Program Manager will ensure all reporting and tracking requirements are followed to comply with the rules of the granting entity and will be responsible for compliance with all applicable UAMS rules and procedures relative to grants and contracts. The position will use knowledge of institutional and departmental business and financial issues to address problems and/or coordinate resolution with the appropriate campus resources and grant representatives. Within the regulations of UAMS and the COM, and with the Director's approval, the Program Manager will manage staff and budgets. The position will have direct financial and operational responsibilities of the lab.

The Program Manager should be able to make independent decisions, manage Core Administrators and Core Directors, as well as regulatory issues with minimal supervision. The Program Manager should be knowledgeable about UAMS and NIH processes for Human Resources, Procurement, Travel, and Education. This position will be based on standard business hours, but will function in a dynamic environment that will require the ability to adjust workload to meet demands and deadlines.

Salary offered commensurate with experience

  • Manages the administrative functioning of the laboratories.
  • Management of grant funded projects including pre-award and post award activities, cost summary reports, maintaining financial records and institutional reports, compiling grant budgets, overseeing regulatory processes, tracking grant expenditures, inventory and service contracts, , and maintenance schedules.
  • Assist with grants and grant proposals, including compiling grant budgets.
  • Assist with grant submissions for TRACKS and Grants.Gov.
  • Establish systems to ensure adherence to specific reporting requirements and deadlines and oversee the timely submission of the Principal Investigators (PI's) continuing reviews and modifications.
  • Provide central support to collaborative departments.
  • Direct various personnel functions including, but not limited to assisting with hiring, assisting with performance appraisals, promotion, transfers and payroll.
  • Authorizes all grant project expenditures, coordinate, manage and monitor purchase request, including, planning the distribution of purchases, monitor vendor activities, advising staff and faculty on purchasing procedures, monitoring receipts and payments to vendors, as well as, plan and coordinate the distribution of purchase request and bids, monitor receipts and payments to vendors and communicating with accounts payable to ensure proper payment of invoices.
  • Process travel and travel reimbursements, including advising staff of policies and procedures relating to travel.
  • Assist in developing and implementing systems for tracking various components of grant projects.
  • Assist the PI in overseeing projects and communication.
  • Advise the PI on core issues and core resolutions.
  • Order supplies and equipment.
  • Aid in the development and maintenance of PI webpages
  • Direct various personnel functions including, but not limited to assisting with hiring, assisting with performance appraisals, promotion, transfers and employee separation.
  • Supervise support staff and students administratively.
  • Provide direction and guidance for completing UAMS Human Resources forms and documentation for support staff and summer students.
  • Provide direct supervision to Core Administrators and Core Directors.
  • Assist with disciplinary issues involving staff.
  • Assists in resolving problems to meet expectations.
  • Clarify policies and procedures pertaining to the workflow of the lab.
  • Arrange necessary training for students, staff, and faculty, such as DLAM, safety, and CITI certifications.
  • Coordinate the visits of scientist/professors from other countries with Immigration Services in accordance with University Guidelines.
  • Manage and maintain inventory for the proficient functioning of the lab.
  • Coordinate visits and meetings of external speakers, visiting professors, and consultants, in addition to seminars and conferences for the Center.
  • Implement policies and procedures pertaining to the efficient workflow of the lab.
  • Respond to inquiries concerning the program.
  • Serve as the liaison to other university disciplines such as Grants Accounting, Cost Accounting, Office of Research and Sponsored Programs, Institutional Review Board, OSPAN, and UAMS Graduate School, as well as various other departments within the University.
  • Prepare appropriate correspondence to various agencies.
  • Serve as the liaison to outside institution's such as the National Institutes of Health, Central Arkansas Veterans Healthcare System and Arkansas Children's Hospital.
  • Manages inventory, including annual review, tagging, and tracking and receiving equipment, manages bottled gas agreements, maintains service contracts, and coordinates transfer of equipment.
  • Collect and distribute the mail.
  • Perform other duties as assigned.


Bachelor's degree in one of the social or behavioral sciences such as psychology, social work, public health, sociology, anthropology, health science or related field plus five (5) years of clinical research experience required.

Knowledge, Skills & Abilities:
  • Familiarity with SAP and TRACKS is preferred as well as significant budgeting, financial reporting, etc., as well as significant personnel and project management experiences.
  • If not currently certified the on-campus Grants Management Training Program must be completed within 12 months of hire.
