Burns & McDonnell's office in Bismarck, ND, is actively seeking a Cultural Resources Project Manager to support and lead project studies and surveys, construction monitoring, archaeological excavation, and associated fieldwork. This includes the collection of field data, artifact identification, GPS data collection and the preparation of technical reports for multi-disciplined projects in a variety of locations. The successful candidate should have an established and successful history managing and leading projects/or tasks for both small and large-scale projects including but not limited to assisting with developing proposals and cost estimates, executing project tasks, and assisting with developing strategic plans. The Project Manager will collaborate and coordinate with internal and external clients. They are also responsible for initiating or assisting contract negotiations and coordinating project planning. Project planning includes scoping, budgeting, maintaining schedules, communicating and managing deadlines and establishing and performing critical project objectives. The Project Manager will support and manage the execution of environmental projects, be a subject matter expert, and be a technical lead/author on cultural resource projects. Areas to be covered include NEPA, resource impact assessment, and permitting for various types of projects, including high-voltage transmission line routing, renewable energy, power generation construction activities and upstream and midstream Oil and Gas.
The Cultural Resources Project Manager will work within our Environmental Services (ENS) Global Practice to perform the following duties:
- Project management, team leadership, management & mentoring of junior and contract staff;
- Lead field investigations, field surveys and project studies for the presence of cultural resources. This includes conducting construction monitoring activities, archaeological excavation, artifact identification, and other various project-related activities;
- Lead project efforts to meet obligations under U.S. Army Corps of Engineers permits, the National Historic Preservation Act, Federal Energy Regulatory Commission permits, and other Federal and state regulations;
- Lead pre-field work research, including studying and reporting the prehistory and history of each project area;
- Lead preparation and completion of pedestrian surveys, shovel testing, archival research, and documentation of results;
- Evaluate technical and GPS data presented to Project Managers and senior staff;
- Present project status and technical reports to the client and project team;
- Manage the cultural resources process for various stakeholders including; government agencies, tribal entities, client coordinators, and other agencies and client stakeholders;
- Manage proposal planning and development efforts;
- Ensure compliance with company and site safety policies; and
- All other duties as assigned.
Qualifications
- A Bachelor's Degree in a related field from an accredited program required; a Master's Degree in anthropology/archeology or related field is highly preferred;
- Minimum 7 years of related experience (at least 8 to 10 years preferred) conducting construction monitoring activities; field investigations, surveys, and project studies; archaeological excavation, artifact identification, and associated fieldwork;
- Prior consulting experience, and currently holding state/federal permits or permittable in several midwestern states a plus;
- Advanced knowledge of federal and state regulations relating to historic preservation such as the National Historic Preservation Act;
- Advanced knowledge of anthropology and archaeology methods and practices.
- Must have strong analytical and problem-solving skills;
- Excellent written and verbal communication skills, specifically for the preparation of technical reports and proposal writing, are required;
- Demonstrated ability to work as an effective team member;
- High level of attention to detail;
- Ability to operate various types of GPS equipment;
- Must be proficient in the use of Microsoft Office (Excel, Word, Outlook, Access, SharePoint);
- Ability to adjust to rapidly changing work environments and research approaches;
- Willingness to travel (30-40%);
- Valid driver's license required.
- Must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
